I'd suggest calling the licensing agency a few more times and speak to a different person each time. Some folks are power hungry, some are anal and some just know there job! I operate a Paintless Dent Removal company in San Diego, and had the same issues when licensing.
They said I was a body shop; but no paint or bondo is used. They said I was a mobile mechanic; but nothing mechanical is worked on. The third call got me the answer I wanted. I took her name and made detailed notes on our conversation. She saved $200-$400 and I'm legal... FYI, Jason
