That's his choice. He is, just as you are, free to say what his favorite resin is (as long as it's not one of the two that has told us not to have their name in this forum). I can't make him though.
It's not as black and white as "open forum or not." No, not open to spammers, people who like to bash others, etc. Yes, open to people expressing their opinions on windshield repair issues. No, not open to people who violate the Terms Of Service.
So, take from that what you will. If you don't feel like it's an open forum because there are rules, that's your choice.
