Yep,
starstruck was right, some states do have strict ordinances against placing handbills, or leafleting on people's vehicles.
If anyone is curious about restriction ordinances their area you can check on the
Municode Website. Select your state & city and run a search for "handbills".
Fortunate there are none in my city.
