i do replacement and im wondering how do these other companies waive the deductible on replacement shields?

Well, if they are on the Networks, they are just taking part of their profit and giving it away to the customer. If the company that is waiving the deductible is not a part of the Insurance Companies Network, they may be charging more for the replacement and using that to give away some profit.
