If you look at a #2 round dental bur under a magnifying glass, you'll see that it's meant to cut from the side like the little sanding drums in your dremel kit. It's easy to make a starter dimple for your drill hole if you lay your drill down at a low angle to the glass and drill just enough of a dent so you can drill straight in without skidding across the glass. Be careful not to lay the drill over so far that the collet touches the glass. Use two hands to drill.
The edge of the hole chips out less if the glass is warm.
The edge of the hole chips out less if your bur is new.
The edge of the hole chips out less if you give it a 45 degree bevel with your bur.
