taxes on chip repairs
All of you that service dealers and fleets are you charging taxes for your services? I know this is a dumb question but am not sure about sales tax on labor?

Check with your state to see what they require. You may need a resale permit. No tax on labor in California. YET!!

I have a state tax id and a federal tax id. I'm just new to doing repairs for dealers and fleets so I'm wondering what the norm here is.

I think the state and federal tax id's are different than resale. Go on line to your state web site and they will give you the information you need. Each state is different.
