Here's what my guarantee says, "The repair is guaranteed for as long as you own your vehicle. If the repaired area cracks further, or fails to pass inspection, I will refund your money. I must inspect the windshield prior to replacement or guarantee is void."

The windshield is already damaged.
The purpose of repair is to stop the damage from spreading so you don't need a new windshield, and an added bonus is that cosmetically it will also look 80 to 90 % better after the repair is completed.
You don't go out and buy a new tire every time you get a flat do you ?
If the repair fails to stop the damage from spreading while you still own the vehicle , you get a refund of the price paid for the repair.
Cant give you a brand new windshield, since it was already damaged before I did the repair.

I will add that too the best of my knowledge I have only given a refund twice, both times on jobs I should have turned down. I do have the habit like many I suppose of pushing the boundaries a bit when doing repairs for fleet customers.
