Film on windshield

I just had my windshield replace. The new windshield has a film on it that will not wash off. From the outside you can see a hue around the window and from the inside the glass appears smugged. I searched web and found other people with similar problems but no good answer. One person tried rubbing compound, which I've tried, cleared up the hue but not the smuggy appearance from the inside. Is there anything to clean this windshield or can you tell me if it is defective.
