Right. I believe they are supposed to break as you said. It would be dangerous if the windshield couldn't break, in the even the car rolled and the structure collapsed, it would force the windshield to shoot away somewhere, maybe towards the driver, causing another saftey hazard. They are designed to crumble to allow access to the person. Laser technology? Probably not in my opinion, at least not for years and years and years. But who knows, things change.
