Hi, I have the same questions on permission and how to get it done. I have read previous posts on this but they were a little dated. Any tips on this subject is much appreciated.

yes, you need permission. And yes you'll have to lease parking spaces. Try to lease week to week versus month to month. Ask for permission to put signs of your services at all parking lot entrances to mall.
