Each company is going to have to decide which amount of coverage and type is best for their particular situation, meaning, if you only do WSR and 99% of the vehicles you do your repairs on can have the windshield replaced for under $250, then maybe liability will be fine for you. Keep in mind that while you're working on a vehicle and lets just say that your dremel slips out of your hand and stabs the hood of the vehicle you're repairing, your liability coverage will NOT cover the repair fees, but Garage Keepers will.
On a more personal level, I offer the following services completely mobile:
Detailing ~ Windshield Chip & Crack Repairs ~ Headlight Restorations
I have to have Liability with Garage Keepers because of some of the vehicles, motorcycles, watercraft, and RVs we work on are very expensive.
The reason I have a $1 million policy, well because some of the vehicles are worth over $250K, and you need to make sure you're covered. Plus to go from $300K to $1 million, it was only like $50 increase overall.
As for the additional insured cost of $20, some companies require that they be added, but some are satisfied with being just named on certificate and thats free.
Keep in mind that SGC requires a minimum of $300K in Texas, not sure if that everywhere else, but you might want to check into that prior to signing up for anything less.
So, for me to save almost $1K over a years time, it's WELL worth it!

Re: RLI Insurance Services Update
I spoke with my rep yesterday by phone. The liability is combined with a 30K or 60K garage keepers policy. Iam required to let them know how many vehicles I work on at a time. If Iam Mobile or a actual shop, or if Iam at a site ( car wash etc...) and number of employees. I also need to inform them if I want that coverage as a general policy or direct policy. Direct is more customer friendly and cost you more. General pays after the other persons insurance policy pays. Once I have all that information, I email it to the company and someone will review it. Once that is complete, an approval is given and the two policies are combined and a set price is given for your business. Currently my $500K liability policy is now $190 per year w/o garage keepers. As soon as I have more data I will post it here. I will email the requested information today.

Re: RLI Insurance Services Update
I got my quotes today for NC. I do HLR & WSR only: For Garage keepers $60K and my liablity of $500K, I was onl; given an option of 30K or 60K to be included with my current liability policy. The annual premium is about $500 for lowest level, mid level $540 and best
level is about $600 per year. Each business is evaluated on what they do and how many vehicles are worked on at a time under your control. Thats about $410 per year additional for the best they offer for garage keepers for me.
