I don't recommend soliciting new accounts by email or telephone, I agree with you that face to face is the way to go. As with anything having to do with the government you are going to have to jump through some hoops but remember, the harder it is for you to land a good account, the harder it will be for someone to take it away from you. I would start with this page
http://www.gsa.gov/portal/category/22381, then visit one of the local field offices to get information about who you need to contact and where the vehicles are parked and serviced. You could try calling to get this info but I've always had better luck in person when explaining what info I need and why. In a larger city there may very well be several locations to service vehicles from the various different government agencies. Small towns may have a single location for all agency vehicles.
Most people new to this industry have similar questions, many of which have already been discussed on this forum. If you are comfortable setting up and running a business and you are comfortable making face to face sales calls you are way ahead of the game. We can help with the rest.

Awesome Brent. Thanks man. Yea I used to do door to door sales for Dish Network when I was younger. I had to get their name, address and all credit card information to get paid for the job. If I can walk out of someones house with enough information to go on a shopping spree I doubt I'll have any trouble convincing someone to fix their windshield with the option to have insurance pay for it.

No problem. Talking to people and handling rejection is the reason most fail in this business. I know that was the hardest part for me. I agree this should be easier than selling satellite service. I think I would still struggle with that.

Look at LLC as a protection for personal assets, not a tax advantage. Doing repairs you should be fine but if ya do replacements I would at least look into an LLC. And a lot of insurance

Not going to deal with replacements just yet. I've done some research on it and it seems incredibly risky if you don't know exactly what you're doing. Having a windshield fly off and into the air 45 feet only to come down and kill someone in another car does not sound like something I want to try to defend.
Better to learn to walk before I start running.
