The group you are suggesting to be formed is already in place. It is the NWRA. I think the only way to crush any future Connecticut-type fiascos will be by mass support of the NWRA by repairers across the country, and by fighting fire with fire (through politcal action). Deltakits has really stepped up to the plate by bringing this issue forward, and Matt Larson has unselfishly agreed to run for a post on the NWRA board to represent our interests.
My guess is that in 2005 and beyond, the number of WS repairs in the state of CT will drop drastically as a result of these new requirements. This should translate to increased glass claims costs to insurance companies. Can you guess what will happen to CT insurance premiums ?
To think that this is an isolated incident,that will only happen in Connecticut, is like sticking your head in the sand. Jeff warned of this in earlier posts long before it came to past.
Those are my thoughts.

Sorry I didn't get back with you sooner, I live in my RV and travel to the south in the winter and north in the summer. For 13 years now, believe it or not. I also have to do internet on my cellphone which uses minutes etc. So I am not always quick to answer.
Doctors and pharmacists are able to do a lot of things in Mexico that we are not allowed here. For instance I can get most prescription drugs at maybe 10 cents on the dollar over the counter in Mexico. I do not have to pay a bribe (office call) to a doctor to get permission to purchase the medicine I need. Yet I do not see dead and dying Mexicans laying in the streets because they have the freedom to access medical procedures and medicine we cannot.
We have come to accept government regulations over the years obstensibly to have security. But every time we do so there are strings attached which weave themselves into cords and then ropes, until we are completely bound and dependent on government. Those that say "big brother help me" better believe that the one thing big brother will help them out of is their freedom.
Low lifes and crooks are the first ones to get licensed because they know that the public will trust them if they show the correct papers. This makes it easier for them to do their dirty deeds.
The crux of this discussion is, do we have the right to free trade and free association? According to what I understand, we are guaranteed both. Inalienable rights mean that your rights cannot be taken away or transfered. So no one can take away your rights, they can only recognize them or violate them. In this case the state is violating the rights of its citizens to trade amongst themselves and associate with and do work for whom they please. And as its been said before in this thread, who is to judge the quality of anothers work, some bureaucrat?
We have the right to pursue our happiness, our personal self interest as individuals as long as we do not violate the rights of others. We are the first country to recognize individuals as sovereign, that is they are not to be ruled and ordered about by tyrants. To submit to the State of Conneticut would be signing away your rights, submiting to a tyrant.
