Small pit, tiny crack?

Today I got sent to a repair that was a really tiny pit with 1/2" crack total about the size of a dime. Seemed there was no laminate damage just impact point and crack. I have had problems with these before for some reason. I tried filling with out drilling and of course nothing happened. I then drilled and popped a small half bullseye by tapping my probe several times lightly. It looked like it was gonna be great. I then proceeded to vacuum and then fill, it seemed the half bullseye filled right up but the crack was still not filling well. When I was done the crack was still slightly visible but looked better. I have had crack fill nicely before on other chips but these type seem to be a problem. Should I have popped a complete round bullseye? Could the crack have been a different type? It seemed then I flexed from the inside the crack would close mostly. Any help with this would be appreciated.
