Can anyone recommend something that will buff out windshield scratches? Someone recommended cerium oxide to me but i am afraid that this will disfigure the glass more then the scratch.

Cerium Oxide won't distort the glass if used properly. I suggest you search this forum for "scratch". There's many posts on the subject.
