How repair prevents crackouts

I know that repairing chips prevents them from cracking out further, but how exactly does it do that?
I had a customer ask me that question and I couldn't really give him an accurate answer , other than it "The resin bonds to the glass and stabilizes it"
Could anyone be more specific?

Windshield repair is a permanent process that removes air from the break and fills it with a curable, optically matched resin. The process bonds the glass together, restores strength to the windshield, improves the break’s appearance and prevents the break from spreading.
