charge customers tax or not?

California newbee here, do you cali techs, charge a flat fee because its a labor charge for the job,and no materials, or must you charge tax? thanks

Retail = tax at .079 here in Wa State.
My best mentor one said " be fair with your priceing but never too low, be honest with your customer/competition, when the day is done be sure you have done "good works", and always leave something of value on the barganing table!!

While my friend and trainer/ mentor Ray has moved on, his words live.

Each state has its own rules for business. Check with your accountant or the Chamber of Commerce, or go online and search for the taxing authority in California. One of the biggest ways new businesses get in trouble is by not paying attention to the tax liability. You don't want to get into a fist fight with the California Bear.

California does not require tax on services - dentists, lawyers, w/s repair people. Also, supplies required to perform services are not taxed, i.e tooth fillings, legal paperwork, resin.
W/S repair is not taxed in California.
