Out of state question

So I have a couple of buddies down in Arizona. I live in Washington. What would I have to do for them to be able to bill insurance companies from Arizona? Would I just hire them on as independant contractors? Would this even work?

They would be using my company, my forms, but does it matter there in a different state?
