I did some research with NGA and found that the glass repair cert is reimbursible by VA if you have the Montgomery GI bill. If you didn't sign up for it, you can still contact VA to see if they will cover it.
The NGA site says that the cert was available at DANTES sites, but when I called DANTES they didn't know what I was talking about.

It's not required to have certification, but it would certainly add to your credibility if you were.
