Progressive paying for 4 chips??

I noticed lately progressive has dropped their pay out from 59.95 to 50 for the first chip. Today I did a job which had 5 chips and progressive said they would pick up 4 of them. I asked again and they said yes, they now do up to 4 chips. ACT was only going to put in their system as three and would look into it. Anybody else hear of this yet???
