a used \"new\" injector

I recently decided to try a new style injector only to find when it arrived that all the seals were already inserted and there was small amounts of resin inside the injector. Obviously this supplier "not Delta" is very unprofessional and didn't clean this injector but my question is do you think this company sold me a used injector as new or why do you think they sold me an injector that wasn't clean? I haven't had a chance to call them but will first thing tomorrow. Any thoughts are appreciated.

I know LR sends thiers with all the seals in and a drop of resin is suggested on them for lubrication when installing so I assume they do the same when doing at the factory
