I just checked on this info yesterday with my city and was told that I need a writtin letter of approval from property owner with specified dates and times of buisness then go down to city and pay 1 time application fee of $89.00 for permit to conduct buisness private commercial property!! I also checked with the county and was told there aren't any permits needed to setup in the county unless its on a buisness location then just get permission from owner.
Hope this helps!! you should be to find someone within the city to help give you the correct info your looking for.

I highly recommend that everyone who sets up a tent location do their homework first. Find out if any city permits are required and obtain those permits before setting up. Establish a written agreement with the property owner, and be sure to keep copies of all permits, agreements, etc. with you whenever you are on the property. Not doing so not only burns bridges for you, but can also put a black mark on the industry as a whole. Some cities don't require anything but permission from the property owner, and some have very stringent regulations that you must adhere to.
