AAFES work?

I am a young entrepreneur looking to open a windshield repair company. A friend has loaned me a business model that is centralized around setting up concessions at Gas Stations/Service Stations on military bases. We are hoping to begin work at a base in Colorado and expand from there when the time is right. Any information that someone could provide on the AAFES program would be greatly appreciated.It has been very difficult to speak with their sales directorate so I don't even really understand the process of getting setup on the bases.I know i have an application to fill out with them .I am wondering how much they take from your revenue , because i saw someone mention that and i didnt see it anywhere on the AAFES site. Also in general I was wondering how a WSR compnay goes about soliciting on private property such as Gas stations.Do i simply need to get permission from the owner? GM?
