Can windshields just become too rough for smooth wiping?

Can windshields just become too rough for smooth wiping?
I've cleaned the windshield intensely and used glass polish and new wipers. The wipers still squeak & jump slightly at the end of their stroke up (driver side only). When I run my finger over the glass in that area I notice it feels smooth for an inch and then not smooth for an inch. It's as if some 1 inch streaks run down the glass in the last 6 inches where the wiper engages. Any thoughts or ideas on how to repair such a problem?

I have a funny feeling they had a problem with the wipers juddering on that car, do a Google for any information. I certainly remember a lot with scratches from the wipers, but that could have been because they did not convert to RHD very well.

the wipers were 'very' smooth for 2 years, then after rain-x they could not be quieted. What is RHD that you refer to?

Right hand drive. Then the Rainx or its application must be the problem, I have never used to stuff so I will not comment further.
