Drilling technique

Could someone tell me the significance of starting your drill at 45 degrees and then raising it to 90 after you begin drilling? I've noticed this in several videos.

It's using the end of the burr to grind a pocket, a little dip in the glass, so that the drill will not skate around when you begin drilling.

I don't use burr bits, so that explains it. Thanks.
